Challenge
EFPN trains senior citizens to protect themselves against financial abuse and also trains financial institution employees to identify and report suspected financial abuse. EFPN sought further ways to expand training and increase the number of seniors trained in the California.

- Summit identified an SBC grant opportunity.
Implementation
- Working with EFPN and partner organization, Senior Net, Summit developed the grant proposal requesting funds for webinars to train seniors in the Senior Net organization
- Two webinar programs were submitted in the grant: training seniors to protect themselves against fraud and identity theft and how to hire home health care help.
Measurement
- EFPN was awarded the grant.
- This is the first technology grant received by EFPN and the first grant from SBC AT&T Communications.
Challenge 2
EFPN developed an award winning video training program to train financial institution employees to recognize the warning signs of elder financial abuse. At the forefront of advocacy, the executive director is a leading trainer in community seminars statewide. Recently passed legislation in California, SB1018, mandates financial institution staff training and reporting of suspected elder financial abuse. EFPN needed to develop online training courseware, determine the distribution and pricing strategy, and expeditiously promote to maintain leadership position.
Solution
Analysis
- Investigated the e-learning and learning management software (LMS) market to determine key players in course development, pricing, distribution and promotion of online courseware to financial institutions, specifically California credit unions and banks.
- Interviewed key LMS executives to provide direction on market structure, pricing and development.
Implementation
- On-line course developers were identified to bid on developing current content and courseware into an online training course using an LMS platform that serves target customers. Access of the course would be through a pass-protect area on the EFPN web site.
- Issues regarding LMS compatibility, pricing, royalty structure and distribution relationships were identified to guide development consideration.
Measurement
- LMS and course developer was selected to achieve industry and non-profit organization objectives.
